The Michigan State Senate yesterday passed two measures to make it easier for workers to unionize and ensure that workers on state projects are paid a fair wage. The first measure overturns the state’s “right-to-work” law, which hinders the ability of workers to unionize. The second measure reinstates prevailing wage requirements for construction workers on state-funded projects.

The Biden administration today opened the first application round of funding for the Charging and Fueling Infrastructure Discretionary Grant Program. On February 24, 2023 the White House announced a 200% tariff on aluminum imports from Russia in response to its war in Ukraine. Currently, the U.S. imports more than 6 million tons of aluminum per year. The domestic industry has been on the decline for over a decade and currently only five aluminum smelters are operational within the country.

The incentives contained in the IRA could represent a great opportunity for Puerto Rico as it takes on the challenge of building its economy of the future. Puerto Rico’s tax status as an unincorporated territory with residents that do not pay federal income taxes, however, requires the U.S. Department of the Treasury to provide clear eligibility guidance for residents of Puerto Rico to fully benefit from IRA.

As DOE develops its demand-side strategy, it should view it as part of a holistic industrial strategy. Awards should reflect the value-added role of demand-side support for target sectors and technologies as part of a comprehensive strategy. We urge DOE—and other relevant agencies and offices—to publicly outline such a strategy after incorporating stakeholder input, building on DOE’s Industrial Decarbonization Roadmap.
