Department of Energy - Justice40 Initiative 

This is the DOE’s landing page for the Justice40 Initiative. The page describes the J40 initiative and how the DOE is implementing it, defines key concepts including community benefits plans, Justice40 covered programs, and disadvantaged communities, and provides an overview of the Climate and Economic Justice Screening Tool. The site also includes links to additional resources including the Justice40 Factsheet and the Justice40 General Guidance. The General Guidance document presents a list of policy priorities (investments and outcomes) that applicants should report on related to the Justice40 initiative, as well as examples of benefit metrics and units for each policy priority (on pg. 11). 

The White House - Interim Implementation Guidance for the Justice40 Initiative 

This interim guidance details required actions for agencies managing Justice40 programs. It covers requirements for identifying the benefits of covered programs and how benefits are calculated and reported.  

Department of Energy - Creating a Justice40 Initiative Plan  

This document outlines the foundational steps for addressing energy and environmental justice as part of a Justice40 Initiative Plan. It includes detailed guidance on 1) conducting an energy and environmental justice (EEJ) assessment and 2) using the EEJ assessment to create a plan that maximizes benefits, minimizing disbenefits/harms, and measuring, tracking, and reporting project impacts. 

Emerald Cities Collaborative – The People’s Justice40+ Community Benefit Playbook 

This guide provides an overview of the Justice40 Initiative, describes pertinent information about different federal spending bills, and presents step-by-step guidance for building a community benefits plan that delivers benefits to low-income, rural, Black, Indigenous, and People of Color (BIPOC), frontline, and fenceline communities.  

Environmental Protection Agency - EJScreen 

An environmental justice mapping and screening tool that allows users to access and compare high-resolution environmental and demographic information for locations in the United States. The site also includes an inventory of related mapping tools that users can use to supplement EJScreen when analyzing environmental and environmental justice concerns for specific geographic locations.  

Council on Environmental Quality - Climate and Economic Justice Screening Tool (CEJST)

A geospatial mapping tool that identifies marginalized and overburdened disadvantaged communities across the U.S. to inform Justice40 decision-making. 

Department of Transportation - Screening Tool for Equity Analysis of Projects (STEAP) 

A geographic information system (GIS) project-level screening tool that permits rapid screening of potential project locations in the United States, providing estimates of the socioeconomic characteristics of the resident population. 

Environmental Protection Agency - The Health Impact Assessment (HIA) Resource and Tool Compilation  

A collection of resources for implementing health impact assessments compiled by the EPA. HIAs are a decision-support tool used to examine how a proposed project may impact the health and well-being of local communities.

This document presents the Good Jobs Principles, which outline the essential elements of a good job and provide a roadmap to advance the goal of quality jobs for all workers.

The Good Jobs Initiative webpage provides critical information to workers, employers, and government to help improve job quality and create access to good jobs. 

Department of Labor – Good Jobs in Federal Investments:  A Toolkit for Employers, Workers, and Government 

This toolkit is designed to support efforts to improve job quality and equity by various stakeholders, including labor and worker advocacy organizations. It presents information on DOL’s Good Jobs Initiative, describes the basic elements of a good job, identifies a set of potential actions to support job quality, and outlines a framework for leveraging federal funding to support equity and job quality. 

Department of Commerce – Job Quality Toolkit 

The Job Quality Toolkit provides practical guidance for leaders and organizations to make every job a high-quality job. Organized around the key themes of the Good Jobs Principles, the guide presents a series of potential strategies, actions, and sample resources for each dimension of job quality.   

American Progress - 4 Job Quality Questions All Applicants for New Federal Funds Should Answer 

This issue brief outlines four questions on job quality and access that applicants competing for federal funds can use to help demonstrate that their proposed project will create good jobs for working people.  

Jobs for the Future – Quality Jobs Framework 

This framework presents a comprehensive definition of a quality job, aligned with the Good Jobs Principles. It also identifies a set of specific commitments employers can make to improve jobs across the key pillars of job quality.   

Aspen Institute – Job Quality Tools Library  

This library presents tools, resources, and guidance to help organizations take practical action to improve job quality. Section 4 of the library includes tools designed to address specific components of job quality, including wages, benefits, scheduling, legal rights, equity and inclusion, skill building and advancement opportunities, worker voice, and supportive work environment.   

Department of Labor - Tools for Building an Equitable Infrastructure Workforce, Gender Equity Strategies as a Model

This toolkit presents best practices for recruiting and retaining women in construction, manufacturing, and clean energy jobs. 

Massachusetts Institute of Technology (MIT) - Living Wage Calculator   

This tool is designed to help estimate the local wage rate that a full-time worker needs to cover the costs of their family’s basic needs in each location, by county, metro area, or state., in alignment with the tenant of the Good Jobs Principles that asserts that all workers should be paid a stable and predictable living wage.
