On behalf of the BlueGreen Alliance (BGA), our partners, and the millions of members and supporters they represent, we thank the U.S. Bureau of Ocean Energy Management (BOEM) for the opportunity to comment on the draft environmental assessment (EA) for the Gulf of Maine. In the following document, we make several recommendations for preparing the final EA. To summarize, we strongly urge BOEM to provide details related to creating high-quality union jobs; training and employment benefits; domestic supply chains; ensuring environmental justice; and environmental protection.

Decarbonization pathways can be an important step in securing the future of well-paid, U.S. manufacturing jobs in a net-zero economy—ensuring the longevity and competitiveness of some of the nation’s most important industries. With the right focus, this vision study can be a critical pathway through which DOE can detail how it intends to support domestic manufacturing growth and industrial decarbonization, while creating and preserving good union jobs, re-shoring clean technology supply chains, and delivering public health and environmental benefits to the workers and communities that need it most. The Environmental Protection Agency (EPA) awarded $160 million in grants to spur the production of environmental product declarations (EPDs). As a critical element of the Biden-Harris administration’s Federal Buy Clean Initiative and the Inflation Reduction Act, EPDs help provide transparency around the embodied emissions associated with the production of infrastructure materials such as steel, concrete, asphalt, and flat glass.

The Inflation Reduction Act-funded program is a first-of-its-kind effort to provide direct grants to recently closed or at-risk facilities and funds the retooling efforts needed to transform production lines that were building internal combustion engine vehicles and parts into production lines building electric vehicles (EVs) and parts.

The U.S. Department of the Interior today announced the approval of a new offshore wind project off the coast of New Jersey. The project—dubbed the Atlantic Shores Offshore Wind South project—is the ninth offshore wind project approved by the Biden administration and will generate up to 2.8 gigawatts of electricity, enough to power nearly 1 million homes.

The U.S. Occupational Safety and Health Administration (OSHA) today announced a proposed rule designed to protect workers from extreme heat. Heat is the leading cause of death among all weather conditions in the United States. The proposed standard would ensure workers have water and shade breaks. It will apply to all employers conducting outdoor and indoor work in all general industry, construction, maritime, and agriculture sectors where OSHA has jurisdiction.
